e. Alternative Analysis Report (In their permit evaluation process, the COE may request a report which addresses the practicability of using reasonable (less damaging) alternative locations and methods to accomplish the objective of the proposed activity.)
f. Function and Value Analysis Report (In their permit evaluation process, the COE may request a report which addresses the function and value of the impacted wetlands verses the function and value of the replacement (mitigated) wetlands. This is a scientific method that is useful to demonstrate compliance with The Clean Water Act.
g.Preparation, attendance and response to Public Hearings (occasionally required by the permit process to respond to response to the Public Notice)
h.Environmental Assessment (“ES”) or Environmental Impact Statement (“EIS”). (It is not probable, but on rare occasions the COE could require an EA or EIS to assist in their evaluation of the public and private need for the proposed activity and the proposed activity’s environmental impact.)
i. Threatened or Endangered Species Survey or Fish and Wildlife Survey (beyond initial inquiry to USFWS).
j. Cultural Resources – Historic Properties Archeological (Phase I) Survey (beyond initial inquiry to SHPO)
